The Alliance for Automotive Innovation has expressed concerns regarding the Advanced Clean Cars II (AC II) rule in Massachusetts, stating that it imposes sales mandates that automakers find unfeasible. This announcement was made in an official letter dated December 11, 2024.

California’s Advanced Clean Cars II (ACC II) rule requires that by 2035, all new passenger vehicles sold in the state must be zero-emission vehicles (ZEVs), with interim targets starting at 35% ZEV sales for the 2026 model year. According to the SF Chronicle, as of December 2023, twelve other states, including Massachusetts, have adopted these standards. Critics argue that allowing an unelected board in California to dictate vehicle policy nationwide undermines consumer choice and free-market competition.

Despite government incentives and subsidies, electric vehicles (EVs) represented only 8.1% of total new car sales in the U.S. in 2024. AP News reports that a significant majority of consumers continue to prefer internal combustion engine vehicles due to factors such as higher upfront costs, limited driving range, and insufficient charging infrastructure.

The extraction of cobalt, essential for EV batteries, has been associated with severe human rights abuses and environmental degradation. In the Democratic Republic of Congo (DRC), which supplies over 70% of the world’s cobalt, mining operations often involve child labor and hazardous working conditions. A report by Amnesty International from 2016 revealed that children as young as seven were working in artisanal mines under dangerous conditions for minimal pay.

The Alliance for Automotive Innovation represents leading automakers, suppliers, and technology companies within the automotive industry. The organization advocates for balanced policies supporting innovation and consumer choice while focusing on creating a safe, clean, and sustainable future. It plays a crucial role in shaping the industry’s response to evolving environmental regulations and technological advancements.
